You are right to call them perverse. I know of an ombudsman telling a family that to not grant a planning application for housing would have been perverse using that exact word, as a previous application had been permitted. However the second application made use of third party land therefore a certificate B under the town and country planning act section 66 should have been served, the third party land was owned by the family. The ombudsman actually told the family that the perversion was not in the allowance of the passing of the application rather than not following the Law.
