It clearly shows that the fact that a false owner of the property is being 'covered up' or not taken seriously by the Assistant City planning Officer. This ties in with my complaint that her Boss, the City planning Officer, Slater, declared an interest in this application but refused to declare what that interest was, when asked. This in my opinion is what lies at the bottom of the issue - corruption. It is also clear that in response to your inquires, the City Council has ignored these allegations of corruption.
